It's a probably a bit late to spot this :(

But the fact that this is a US law which is being applied to acts
outside the US is only apparent when you read the quotes from people. 
It's not in the main explanation.

You mention "is a Russian citizen" and "was arrested after giving a
presentation in Las Vegas" but that doesn't really make it plain that 
he was living and working in Russia and merely visited the US to go
to a conference. Plenty of people work abroad, so it's not clear that
he wasn't doing the same.
