I agree that there are limited moral justifications for copying in some 
cases however a general case even just for personal use would be a lot 
harder to put across and there would have to be a very significant change 
in the base ideas of copyright law in England to bring it about.

Yes as once you accept peoples' money you need to be able to properly 
account for it. Anarchies are not too good at that.
