Most games consoles are region encoded (ala DVD).

In general modchips are hacks for games consoles that allow you to play
games from a different region than your games console. Most (all?) of them
also allow you to play home made copies of games as well official copies
from other regions.

The Ps2 can play DVD movies with the same region that you bought the ps2 in
and alledgedly the 'Messiah' modchip removes the region lock out, making the
the Ps2 totally region lock-out free.

You need to set up a mailing list for people in the USA....It'd obviously be
easier for you to have other people to rely on for support and for getting
stuff done, and I'm sure there's lots of people in the states who would want
to help out.
