I couldn't claim to be a pro, but I've played briefly with a program
called webrt (Web Response Tracker). It's a database backed email
(tech) support system with a web front end. Definitely a heavyweight
solution.
The main feature it offers is the ability to assign an issue to a
person, which solves the duplicated effort thing at the cost of
delegating someone to deal with the problem.

Ooer, it's all buzzword compliant.
My vote/voice says let the journos join the list - email lists aren't
exactly scary tech, and Google knows about the xenoclast mail
archives. It doesn't score too highly though, unless you feed Google a
targetted query.
