I think it's only relevant in America. The US has broader restrictions on
copyright (in terms of what the public is allowed to do), but also has
this blank media tax, which, as a private-interest tax, is something the
UK Government has sensibly resisted[*].

[*] it penalises lawful users of blank media for infringement committed by
others (and non-infringing copying undertaken by others, what's more)
