Exactly the reason to compain, if the BBC gets complaints from pro
anti-copying but few complaints from pro fair use they will conclude that
the programme was not sufficently pro ant-copying. The next time a programme
is made this will be taken in to consideration.
If however they receive at least an equal number of complaints from pro fair
use they will conclude that that the programme was balanced.
